Disable feed on dev environment

Is there an option to disable jekyll-feed on development environement? Maybe by using jekyll.environemnt
?

As far as I know, there is no way to disable feed generation once you have added jekyll-feed
to your plugins

@parkr @sharu725 I've added a pull-request in #346 to do this, adding a new skip_development: true
config option, because I would find this very useful myself as my site is getting slower and slower, so skipping this plugin without having to remove it from the plugins list is really helpful to me =)
