Drop support for IE11

- Show an error message if user tries to open Croodle in IE11
- Remove IE11 scenario from BrowserStack tests
- Remove IE11 from build targets in
config/targets.js - Lower allowed bundle size in
config/bundlesize.js - Investigate if babel polyfill is still needed, remove otherwise
