`updatecli` stage is failing after 10h without even starting

As seen in last PRs #349, #350 and #351, jobs are aborted after 10 hours or so due to the updatecli stage not starting, without any log.

There isn't any updatecli manifest 🤦

Preparing a PR to use buildDockerAndPublishImage instead of parallelDockerUpdatecli.
