GitLab driver does not handle Comment hooks - only partial code support

GitLab comments are sent with an X-Gitlab-Event header of 'Note Hook'. This isn't handled in go-scm/scm/driver/gitlab/webhook.go , though the commentHook struct is present in the code.

Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale
