Add Support for Threshold Conditions by Module

As a Contrast user, I want to enforce policies in my pipeline at an individual module level so that I rapidly integrate compliant services in to a deployable solution.

This would also allow for tailored policies based on a modules responsibility (front-end, back-end, etc.).
