Option for setting build status on Polling Results not complying with Policy

Some users may have different workflows for their CI. We should support different failure states depending on the results from polling the policy compliance results on a job-by-job basis.
If the scan is failing the Compliance Policy then the user should be able to select the build result:
- Unstable
- Failed
- Ignore / None
