Test Connection / API Call Throttling

For a better user experience, and to be more resource sensitive, we should throttle the use of the Test Connection button and the auto-refresh of information based on the click event of drop down boxes in the build settings screen.

In both cases calls should be limited and additional UI feedback added to explain a query is refreshing and/or cache usage.
