scrawl tool is not loading

hi, I'm not sure how this tool is working (I never used it).
I wanted to test it, but it seems like the Scrawl tool is not even showing in the tool palette.

There was a problem with the toolbar position index, the Scrawl tool was grouped under another tool. I just pushed an update that should fix it.
