spurious rejection of declaration

In the following sequence, Jones #9 gets denied an automatic declaration at 75kg that should be accepted, The (wrong) denial is because #10 has just lifted with a higher start number (which is irrelevant in this case).
- Kirby #10 has lower opener, attempts 75 first on 2nd attempt, fails
- Jones #9 also fails at 75
- Kirby back as current athlete, 75kg
- Jones declares 75kg, should not be denied because the start number is not relevant here. She follows Kirby in the starting order.

To reproduce issue.
- import following database
- start announcer
- start lifting
- Kirby should be lifting with one minute
- start clock
- Declare 75 on Jones
