default start numbers should not take age groups into account.

Only if Masters or Order athletes by age groups options are selected, or if the bwThenAgeGroups feature toggle is used.
To reproduce: look at session 47 WHITE of USA Nationals. Athlete lot number 182 is misplaced.

Must be done with care. Currently several views and documents use the same ordering for consistency. Weigh-in form and weigh-in page should be changed. But athlete cards come out in start number order, and that might be different than the ordering shown on the page.

Make this a display option on the various registration/docs/weigh-in page.
Sort by session by default, taking into account cultural ordering (eg. red-white-blue) for platform names
