Error at the time of creating a new diagram

Describe the bug
When creating a new diagram from the file dropdown, we get the following error message 'o.url is not a function'.

To Reproduce
Steps to reproduce the behavior:

  1. Go to file
  2. Click on new
  3. Select any diagram and click on create.
  4. See error

Expected behavior
A new diagram should open in a new tab.

Additional context
In the developer console I am able to see the error stemming from the dropins.js file.
