Add script to easily build docs site

The current solution is to edit in descriptions and texts for each rule, in the appropriate table, in the index.html file. This is highly error-prone as the document increases in size, not to mention simply being inconvenient.

What i'm imagining is a simple script that builds index.html from a base template, adding in rule descriptions from smaller files.
