How to restore an inconsistent ferry server?

I have several applications that are 'hung' and none of the ferry clean up commands seem to have an affect on the state of these applications (stop/kill/rm).
What is the proper way to get the ferry server back into a sane state?

Currently when this happens, the only way to get rid of the images is to manually find and stop them via Docker. I am working on a fix so that stop and rm work on stacks that are stuck in the building stage.
