Provide builds of stable Emacs releases

Once #1 is done, stable builds for Emacs 26.x and 27.x releases would be a good
idea. Either just as a manual run, or through some automated means which
monitors for new stable releases via git tags, or some other means.

This is now done, but only for Emacs 27.x, 26.x kept failing to build, and I have no need for 26.x myself, so I won't spend any time on it.
If you're reading this and need 26.x, please raise an issue and I'll take another look at it.
