Have an option to link the parent title link to it's page

Not sure whether or not this should default to true or false, but on PSU-SA, we need the parent title (menu__panel__title) to link to it's page instead of being static text wrapped in a div.

this is now present in the dev branch. Will merge to master & close after some additional testing
