Can't edit the URL field where I would enter the URL I choose for new tabs

I can see a cursor flashing in the URL field but can't type in that field, nor select or delete the text already in that field. The text in that field is: Default: New Tab Redirect "Apps" Page. Sorry if this is not a new issue - I looked a bit through previously reported issues but may have missed it.
