Do not check Solr running if was MIAB setup with `INSTALL_NEXTANT=no`

This is for those cases, when user doesn't want to or needn't or can't have Nextant or Solr installed for some reason. With no Nextant/Solr installed there should not be a check for this service, because it will always be not running, which is intended behavior.
