Convert site to gh-pages

The site is currently generated overnight by a cron script and a rake task. There are two options for conversion: (1) convert to jekyll, (2) convert to static html and js.
My goal is to stop relying on the SLS server, and just host on github. Either way, the site should be on gh-pages.
