Backfill learning

Our initial implementation of continuous learning is susceptible to missing events. For example, if there is a problem processing the logs or the blocklogs we may not notice that an example was updated.

We should try to fix this. Ideally we'd have some sort of watermark and we could keep track of that watermark.
