The Writing and formating library is not in LIBRARIES.json

I noticed that the libraries dialog was revamped (and I love it), but I also noticed that the Writing and formating (textformat_module.xml) library is excluded from the new LIBRARIES.json file. Is this intended, or was it excluded by accident?
