Funny issue! Fixed now.
Issue 1: title wasn't properly being set because this article doesn't use the standard title format in the body
Issue 2: WikiRater was rating this article a 2681, which fell into a "deadzone" between two rating brackets (between 2 and 3) so it never got rated.
Both issues have been fixed.
