Create a UserInfo page

User info page may have some public info about the user.
If a user chooses to make their page public it will display:
Username, number of articles rated, Date Created, Current Ranking, etc
If a user chooses not to make it public it will only show their username, ranking and number of articles rated (all of which are available elsewhere)
