Display Port 1.3 and 1.4 Failure after successful VM Creation.

I put together a Win 10 VM utilizing these methods and after successfully running in Windows and updating the windows drivers for my 3080 the DP outputs on the card will not output to what I have narrowed down to DP 1.3 and higher devices. I have other DP devices running from the card. Any ideas what would kill DP compatibility in Windows and Fedora?
