The file was copied from a forum[1], it has copyright rights and wasn't licensed by original author. So, it is undistributable.

Please, consider ask to autor to republish the code with a FOSS license.

I contacted the author of robot_rules.rb (James Edward Gray II) and I asked for a license. The file is under MIT license now. To fix the issue, use the file available at https://github.com/eribertomota/robot_rules.rb.
