Unicode character U+02BC MODIFIER LETTER APOSTROPHE may be preferred instead of U+0022, if, as in many other languages, Kélé uses this symbol as a letter in its alphabet rather than as a punctuation mark.

I'm guessing that the symbol denotes a glottal stop or some similar sound.
