Migrate to Dragonfly operator

Currently we're using a dragonfly db for redis, but it's a single instance with no scaling/HA

We can use the operator, but there's no helm chart for it.

@jahanson setup the operator using app-template, with some caveats

If the CRDS or RBAC is changed, it will need to be updated separately
