Windows 11 22H2/shell: cannot interact with redesigned systray overflow window via mouse and touch

A variation on #72

Windows 11 22H2 Moment 2 (build 22623/beta) introduces a redesigned taskbar and system tray. At least the taskbar can be navigated via touch and mouse but not the redesigned systrya overlow window, with the foreground window being seen as IAccessible object. Therefore let NVDA see that the systray overflow window is a UIA element, allowing mouse and touch to work.
