Requires API Key but doesn't need it

The redmine API does not require an API key in order to access the information about an issue. However the plugin requires the API key to be set in order to run. I was able to set my api key to "not a real key" and everything still worked. It seems as though the API key should be optional since it is not needed for the basic functionality.
