Update auto_tagger wiki

There is a issue with the auto-tagger wiki page.
If you make a local commit during a deploy the wrong commit will get the tag.

I talked to @zilkey of auto-tagger--here is a gist with the changes to fix this with a comparison to your existing wiki:
