It seems we need to push a 1.1.0 with a readme for the "legacy" js-joda-locale

add a deprecation note to the readme

packages and then npm deprecate them

done in branch deprecate_1.1.0 ... all "old" packages (js-joda-locale*) also npm deprecate`d ...
