Add external defaults file

Add code so that if the screen savers can't find the config file in the
user config location, it looks in a central location for a "machine
defaults" before loading the defaults compiled into the program. The
defaults compiled into the program should be minimal to reduce executable
size. On Windows machines put this location in the install folders and on
non-windows machines use /etc/idlescreen.
