Put metadata qa tools in a new 990-xml-metadata directory and document the process for human edits.

Minor issue with groups.csv I noticed: skdircpnttbl appears twice (as it should) but there's some version overlap--figure out when the switchover happened. The result of the version overlap, btw, is that both look to be canonical.
