Feature: throw error if using --config and config file is not found

I want specific config for libs and apps.. when a config file is not found due to some reason the language files are still generated but with the default config

if --config is provide but there is no transloco.config.js file found, throw an error

Oh man.. sorry for not replying.. I snoozed the notification a bit to much :D
I no longer use transloco (new assignment uses other library).. sorry :/
