jupyter_notebook_config .json instead of .py?

Following the instructions in https://github.com/jtpio/jupyterlab-system-monitor#graphic-display

and is says edit ~/.jupyter/jupyter_notebook_config.py. I don't see this on my windows machine. I only see a jupyter_notebook_config.json file. Am I looking for a python file or a JSON file?

ah my apologies. I see I need to create one first. Could add a hyperlink to that section
