Implement an alert system

Since we have historical blazar monitoring data, might be a good idea to have some kind of alert trigger for sources showing exceptional brightness with respect to their usual flux. It could be used as a ToO alert system.

Maybe as a part of the night summary script? We could add some warnings or another section on the email.
