Fish looking for histfile in wrong location

Error: stat /Users/liamdawson/.config/fish/fish_history: no such file or directory

history --help notes:

By default interactive commands are logged to $XDG_DATA_HOME/fish/fish_history (typically ~/.local/share/fish/fish_history).

I'm guessing the behaviour changed in fish?
