Output files open path error (%5C instead of backslash issue)

Description
Reproduce
- Go create some job
- Download output file (Notebook/ HTML)
- Found Unhandled error
Expected behavior
No Unhandled error popup
Context
- Operating System and version: Window10
- Browser and version: Chrome Version 118.0.5993.71 (Official Build) (64-bit)
- Jupyter Server version: Jupyter lab version 4.0.8

Hi @snn2spade. Thank you for opening this issue and reporting this problem. I apologize for the delay in response. I can reliably reproduce this bug on Windows 11 (when not using Windows Subsystem for Linux).
