Clarify support lifecycle after JupyterLab 3 end of maintenance

Per the successful proposal at jupyterlab/frontends-team-compass#231, JupyterLab 3 will reach end of maintenance on 2024-05-15, and critical fixes may be merged in through 2024-12-31. If this package is not going to be supported after JupyterLab 3 reaches its end of maintenance date, the docs and README should reflect this.
