Page layout fails online in multiple browsers

The online page layout is failing - as with issue #11 - but now in every browser I've tried. I'm assuming it's attempting to display the mobile view so there's no sidebar, no clickable menus.
- Home: Ubuntu 14.04: Chrome, Firefox.
- Home: Windows 7: Chrome.
- Work: Windows 7: IE 11.
Probably because style sheets are no longer being loaded, since @jvimedia broke the static pages used for some of them?
Yep, that looks about right. I am trying to look into it this weekend. I think something did not survive the move to the new server.
