Missing hearts in full-heart days

In days where there is supposed to be a heart all day, such as Feb 14th, there is not a heart during minute-heart times where the minute matches but the hour does not -- e.g., there is no heart for the minute of 2:11 on Feb 14th (but there is during 11:11).
