Automatic brake does not apply correctly when the train is stopped

If you release the brake, let the train stop, and then apply it the brakes do not apply correctly (brakingForce comes to zero)

Perhaps this is not actually a bug. It has to do with the reservoirs not charging up sufficiently to generate any braking effort. I am going to test but I don't think this is a bug.

This is not a bug, this is actually a pretty realistic feature.
