Azure DNS: ability to reference existing secret

In #1525, we introduced Azure public DNS support with the ability to generate complex external secrets. For scenarios where we do not want to expose clientId as an input parameter, add the ability to reference existing Azure external DNS secret created by some external method, e.g., pulled from the vault.
