Creating order: please specify a shipping method, when flatrate_flatrate is not enabled

When we try to create a new dummy order, even with specified parameters MR returns an error and does not create an order, as long as the specified shipping method is NOT enabled.
Instead of throwing an error it should return a message that the shipping method has to be enabled in order to use this feature.
