Fixes: env vars and secrets for dataset flows

1. Fix comments:
   

2. General tab: instead of settings the configuration and trigger flow you just need to change it to trigger flow with configuration for hard compaction(METADAT_ONLY mode))

3. Add condition for force update message when config is null.

4. Compaction tab: need to restore previous configuration.
