Command Errored Out when running requirements.txt

When trying to run requirements.txt using the given command, I install the dependencies listed and then I am given this error. I am fairly new to the world of 3D human pose estimation and the research I have done to help fix this error hasn't been very fruitful. For context, I am running this on Ubuntu 20.04 and Python 3.8.3

Have you tried googling the error message? Just a search on "No lapack/blas resources found." gives lots of solutions

I have googled that error but I will look again and see if there was something I missed when previously researching.
