Minimize dependencies

At this point there are a couple dependencies (e.g. rpl) which are not obvious or available on all environments. If the migration from makefile is initiated, attention needs to be given to how dependencies are managed. Should the default setup rely on make, or shell scripts? Click has setuptools integration, but should effort be focussed on ensuring a packaged binary?
