Skip installing rust and cargo while installing go-agent

For go agent, we still end up installing cargo and rust during the docker build for the rootfs image carrying go agent.
Skip installing these as these packages are not required. The versions of these packages required may also be not maintained correctly in the 1.x runtime repo.
