Some Edit | Configuration options to allow defaults for adding a resource:

  1. An option to default the resource name from the filename (excluding the file extension) when the Add XXX dialog shows
  2. An option to set a default Resource Language to save having to set it each time

The resource name default from the filename doesn't happen when you drag and drop the file (only when Browse is used).
