TestEquipment model should be taggable with attributes

The TestEquipment object is a link between test environments and Equipment
objects. It stores some additional information such as its role. Currently
ad-hoc information is stored in Equipment attributes. It makes more senses to
have most of those as TestEquipment attributes. That way the same equipment
used in different environments can have different behavior for each.
