Deduplicate `is-poetry` detection step

An is-poetry job has been copied-n-pasted in 3 places:

  • autofix.yaml
  • docs.yaml
  • release.yaml

That is an ugly workaround to the fact that you cannot have steps of a workflow depends on the steps of another (let alone reuseable ones).
